Illinois is letting some employers in the state keep their employees’ payroll taxes as an incentive to stay in the state. Those employee’s income tax goes directly to the corporations, saving the government the effort of collecting it and disbursing it to the corporations. Corporations include Ford, Motorola, Mitsubishi, Continental. I can see this spreading.
